The European Union - Europa
The European Union funded Tacis Programme was conceived in December 1990 at a meeting of the European Council in Rome. It recognised that the economic reform initiatives that the Soviet Union was developing at that time were important in promoting peace and stability in Europe and the rest of the world. European Union support, first to the Soviet Union and then to the 12 New Independent States (NIS) and Mongolia, has been based on a recognition of the need to support the moves towards establishing democracy and a market economy in these countries.
